Project Update

The Barmouth North Promenade Flood Alleviation Scheme (FAS) has been in development for a number of years and aims to protect over 700 properties currently at risk of coastal flooding in Barmouth.

A public consultation event was held in 2019 as part of the Outline Business Case (OBC) stage, during which a range of flood alleviation options were presented and discussed. The OBC concluded that the preferred option was the betterment of the existing flood defences.

Following approval of the OBC in 2021, the project was allocated further funding through the Welsh Government’s Flood and Coastal Erosion Risk Management (FCERM) programme to progress the Full Business Case (FBC). This phase includes detailed design and assessment of the preferred option. The proposed development is informed by comprehensive assessments, surveys, and site investigations, including physical modelling to validate the proposed flood defence geometry.

A public consultation event was held in January 2025 to present and discuss the preferred option. Following further detailed design and technical analysis, a subsequent public consultation took place in September 2025.

The proposed development was also subject to a Pre-Application Consultation (PAC) in late 2025. This mandatory process for major developments provides an opportunity to engage with the local community and planning authorities prior to the submission of a planning application, enabling feedback to be gathered and concerns to be addressed.

We are currently reviewing the feedback received as part of the PAC process and will undertake further engagement before submitting any planning application. Our consultants are currently working on official images to depict the proposed development in order for the community to better understand the proposal in its entirety.

The maximum proposed height of the setback sea wall is 1.7m (5ft 6inches). This is currently under review as part of the detailed design and further details will be shared as part of the further engagement following the PAC responses.
