The Developing Solution

The proposed coastal flood defence

  • Rock revetment approx. 10m wide along full length of promenade (Northern end to Heol Idris). See visualisation.
  • No recharge or extension of the beach is proposed.
  • Groynes would be removed where possible, subject to environmental surveys.
  • Primary wall to remain at the same height – with some localised modifications and repairs.
  • Secondary wall to be rebuilt as a concrete recurve wall with textured finish (maximum height 1.55).
  • Aiming to reduce the number to temporary defences. Flood gates to replace stop logs across key openings.
  • Options were considered at the northern end of the Scheme to provide additional defence beyond the promenade, to prevent potential “outflaking” of the sea defence. Rock armour on the beach in front of the existing shingle embankment was considered, but through further flood modelling and physical modelling, the need for this element of the defence has been shown not to be required.

Promenade: Amenity Improvements
Accessibility:

  • Existing access points (steps & ramps) to beach would be rebuilt with improved graidients, handrails and textured non slip surfacing.
  • Existing wheelchair ramp at Heol Y Plas would be upgraded
  • Improved signage and wayfinding

Facilities & Amenities:

  • Lighting improvements
  • Benches would be installed along the promenade
  • Designated locations for commercial activities (e.g.food and beverage trucks) near the northern car park
  • Raised planters with vegetation and more significant amenity green  areas arounf the northern cae park

Parking & Road Safety:

  • New parking layout proposed along Marine Parade
  • Northern car park to be refurbished
  • Multiple new zebra crossing added at key locations
  • Introduction of traffic calming features
  • Increased cycle parking

Approach to flood defence
The priority of the Proposed Development is the protection of property, businesses and infrastructure.

The promenade (including the road, Marine Parade) will still flood and is part of the defence solution. This area will be closed during a flood event.

To provide the same level of protection to the promenade, the primary  wall would need to be significantly highrt with much larger revetment, which would have significant visual impact. Allowing the promenade to flood balances the need for flood protection with maintaining the  character of the town.

The rock revetment will reduce the flooding to promenade (both impacts and frequency of flooding).
